警界的秘密武器，在林立的高楼间低飞穿梭，火力足以轰掉半个城市。一群警界败类，企图利用它作不法勾当，驾驶法兰克因知情而被诬陷追杀，他决定突破重围，扫荡罪犯。 　　蓝色霹雳是被科学家研制出来的一种特殊的经过改良的直升飞机，它本被作为辅助警察工作的工具，但在经过武装之后却被设计成为一种用来镇压街头叛乱的秘密武器，其火力足以摧毁众多巨型建筑甚至城市。蓝色霹雳设计完善后，它的研发者们想要试验它的威力，却必须要训练一个飞行员，于是他们找到了洛杉矶警察弗兰克·墨菲。墨菲接受了训练，并懂得如何在城市中运用这架新型飞机。但在飞回越南的过程中，墨菲却和该方案的飞行员产生了分歧，随着他们的矛盾加深，墨菲开始怀疑这架蓝色霹雳真正的用途并不如自己所告知的一样，有人正想利用它进行不法勾当，他开始遭到追杀，而一场较量也开始拉开序幕。
