但实际上讲的明明是70年代美国12个州表面推行人口控制计划 实际是当下的白人男政客们 主要针对工人阶级的墨西哥人移民和拉丁裔家庭 当下的白人男人政客们和医生们认为墨西哥人携带病菌，以及对墨西哥人移民人口增长产生恐惧。根据纪录当事人的记录，当时有一位白人医生说 Dr Edward James Quilligan, the lead defendant and head of Obstetrics and Gynecology at County General since 1969, stated, “poor minority women in L. A. County were having too many babies; that it was a strain on society; and that it was good that they be sterilized.”
